British Prime Minister Starmer and French President Emmanuel Macron will meet on Monday, November 11, to discuss whether US President Joseph Biden can be persuaded to grant Ukraine permission to launch Storm Shadow missiles deep into Russian territory.

In London they hope that the US leader will grant this permission before the end of his presidential powers, which Kyiv has been asking for for several months. The British Prime Minister and the French leader are also expected to discuss Donald Trump’s future presidency for the Middle East.
The Telegraph writes: if Ukraine receives permission for long-range strikes with Storm Shadows before Trump takes office, it will be more difficult to revoke this permission.
British government insiders say London hopes Biden will finally give the permission that Kyiv has been seeking for months as it tries to secure its foreign policy legacy.
The talks will take place in Paris during a ceremony to mark Armistice Day. World leaders are trying to find out how radically Trump, who won the US elections last week, intends to change US policy towards Ukraine, the Telegraph notes.
A senior White House source said:
“We really want to make sure that we can make the most of the time between now and January 20, when Trump becomes president of the United States, and not just put it on hold until the next administration comes.”
Another source said that in the weeks before Biden leaves the White House, he is expected to open the taps by handing more financial aid to Kyiv.
