In the Kyiv region, five employees of the Gostomel settlement military-civil administration were told on suspicion of embezzlement of funds for the restoration of housing destroyed by the Russians. This was reported by the press service of the National Police of Ukraine on Wednesday, November 6.
Among the suspects are the former deputy chairman of Gostomel village VGA, the former head of the department and three of its employees. They entered into a series of agreements with the contractor, but the owners of private houses completed the restoration at their own expense.
In order to restore the residential buildings damaged as a result of the military operations of the Russian Federation in the spring of 2022, the administration has entered into a number of direct contracts with a fictitious business that claims to specialize in the repair and construction of housing.
The estimate for these agreements is from 100 thousand to 500 thousand Hryvnia. In total, the company received more than 6 million hryvnias in its accounts from the budget.
The contractor had to restore dozens of houses damaged by the Russian army in a few months – replacing the roof, windows, facade, etc. However, the officials included information about their quantity and cost in the work completion certificates, which did not correspond to reality, and then signed the documents.
As a result, the affected owners of private houses completed the restoration at their own expense.
So far, under only six agreements concluded from February to May 2023, the amount of losses confirmed by the analysis is 650 thousand Hryvnia.
The police are investigating the involvement of the accused in more than 40 episodes of illegal activity. According to preliminary estimates, the amount of damage caused may reach tens of millions of Hryvnias.
During searches of the office premises and residential premises of the defendants in Kyiv and the Kyiv region, the police seized $150,000, official documentation of financial and economic activities, stamps, computer equipment, cars, mobile phones and “draft” records.
We remind you that in the Vyshgorod district of the Kyiv region, the head of the funeral service of a utility company was detained. The official asked for $2,000 to reserve a spot in the cemetery.
