The third point of the peace plan, presented by Vladimir Zelensky at a meeting of the European Council in Brussels, provides for the location of a “containment package” on the territory of Ukraine.
The president said the package would either force Russia into real peace talks or undermine their military goals. We are talking about a “corresponding package of missiles.”
Details of this point have already been provided to partners who can help with its implementation – among them the USA, Great Britain, France, Italy and Germany.

On October 16, the president presented a victory plan to the Verkhovna Rada.
According to Zelensky, if everything goes according to plan, the war can be ended before the end of 2025.
The published document consists of five sections. Key points:
- Invitation to NATO before the end of the war;
- Continuation of Ukrainian Armed Forces operations on Russian territory and lifting restrictions on strikes on its territory;
- non-nuclear deterrence of Russia and acquisition of specific types of weapons;
- Development of strategic and economic potential and strengthening of sanctions against the Russian Federation;
- After the war, the Ukrainian military can replace the US contingent on the territory of the Alliance member countries.
In particular, the second, third and fourth points have secret attachments that are presented to the partners.
