The Commander-in-Chief of NATO’s armed forces in Europe, Christopher Cavoli, compiled a list of weapons systems that the United States has that could help Ukraine in the fight against Russia. CNN reported this citing sources.
It was noted that in the annex to the secret report on the Joe Biden administration’s approach to Ukraine, which was presented to Congress, the general outlined a list of US capabilities that could help the Armed Forces of Ukraine fight more effectively.

It should ensure uninterrupted communication between combat systems and is especially useful for air defense and missile defense management and monitoring.
Cavoli’s list does not address why the US did not provide the systems he believed would be useful.
But American officials have previously expressed concern about sensitive American technology falling into Russian hands, particularly as it relates to the Link 16 system.
Another source added that fighter-launched air-to-surface missiles could be meaningless for the Ukrainians unless they achieve a certain level of air superiority.
