From October 2022 to September 2024, Russian invaders carried out 1,024 attacks on Ukrainian energy infrastructure facilities.
Ukrainian Energy Minister Herman Galushchenko spoke about this at the high-level international conference “United for Justice”.
There is not a single place, not a single region, not a single type of energy infrastructure that was not hit during these attacks, he emphasized. The total losses of our capacity as a result of the attacks that began on March 22 this year exceed 9 GW. 18 GW of generation are occupied, including hydroelectric power plants, thermal power plants and the largest nuclear power plant in Europe – the Zaporizhzhya NPP.
According to the minister, the most massive enemy attack was on August 26 this year, when the enemy used a total of 236 drones and missiles of various types.
That was the first time ballistic missiles were used to attack our substations. The immediate consequence of that attack was that about 4 million Ukrainians were immediately cut off from power supply, he said. It directly affected 12 regions of Ukraine, and it took us about 13 days to fully restore power supply.
Galushchenko emphasized that:
- With such attacks, Russia wants to cause direct harm to the civilian population of Ukraine, which is a violation of the key foundations of international law and the UN Charter;
- By attacking substations that are key to the operation of nuclear power plants, Russia is undermining the basic principles of nuclear safety.
