The EU will review the implementation of Ukraine’s Facility plan

Ukraine plans to meet the following nine indicators, which will allow it to receive €4 billion in November this year.

An EU mission arrived in Ukraine to monitor the implementation of the indicators of the Ukraine Plan under the Ukraine Facility program. The Ministry of Economy reported this on Tuesday, August 20.

It is indicated that the European delegation is led by the head of the economic and sectoral policy department of the Directorate General for Neighborhood and EU Enlargement Negotiations, Marlene Rosemary Madsen.

“In the next three days, consultations will be held with our European colleagues on the status of the implementation of the indicators of the Plan of Ukraine under the program of the Ukraine Facility from the EU for the third and fourth quarters of this year ,” said Deputy Minister of Economy Alexey Sobolev.

According to the report, in the first panel discussion, Marlene Rosemary Madsen highly appreciated the organization of the coordination work and monitoring the state of implementation of the reforms, and also said that the implementation process of some indicators is ahead of schedule.

In the third quarter of 2024, Ukraine plans to meet the following nine indicators, which will allow it to receive €4 billion by November 2024, of which €1.5 billion will be grant funding. We are talking about the following steps:

  • increasing the staff of the Specialized Anti-Corruption Prosecutor’s Office;

  • entry into force of amendments to the Criminal Code of Ukraine and the Criminal Procedural Code of Ukraine to fight corruption;

  • approval of the action plan for the implementation of the Asset Recovery Strategy for 2023-2025;

  • approval of a comprehensive Demographic Development Strategy for the period up to 2040;

  • adoption of the Deregulation Action Plan;

  • entry into force of the resolution of the Cabinet of Ministers on amendments to the State Regional Development Strategy for 2021-2027;

  • enforcement of the REMIT Law;

  • adoption of the Law of Ukraine On Prevention, Reduction and Control of Industrial Pollution;

  • development of a concept note identifying the area of ​​deviations from EIA and SEA rules.

Let’s recall that on February 1, EU leaders at a summit in Brussels agreed on a €50 billion support program for Ukraine called the Ukraine Facility. It is designed for the period of 2024-2027. A week ago, Ukraine received another tranche of 4.2 billion euros from the EU.

It is assumed that additional funding for the Ukraine Facility will depend on Kiev’s implementation of the Ukraine Plan.
