In Russia, a counter-terrorist operation (CTO) regime is being introduced in the Kursk, Bryansk and Belgorod regions.
The corresponding decision was made by the National Anti-Terrorism Committee of Russia (NAC), Russian media report.
It is noted that the introduction of the CTO regime is motivated by the Russian authorities by “an increase in the level of sabotage and terrorist threats from Ukraine.” The NAC stated that the Ukrainian military “made an unprecedented attempt to destabilize the situation in a number of regions of our country.”
The CTO regime is introduced on the basis of the Russian law “On Counteracting Terrorism” and is a special legal regime designed to “minimize the consequences of potential terrorist attacks.” During its operation, the authorities are given the authority to:
- evacuate citizens and vehicles from a certain area;
- turn off means of communication;
- monitor telephone conversations;
- Law enforcement officers may, without a court order, freely enter residential or non-residential premises and the territory of any facilities.
In Russia, they reported a power outage in the city where the Kursk Nuclear Power Plant is located.
