EU foreign policy chief Josep Borrell will convene ministers for a “formal” foreign affairs council at the same time as Orban’s summit, three EU diplomats said.
“If the official council of foreign affairs organized by the high representative takes place on the same day, the ministers will not be able to leave for Budapest,” said a diplomat.
Another diplomat noted that by boycotting the Budapest meeting, other foreign ministers wanted to “send a clear signal that Hungary does not speak on behalf of the EU.”
