As a result of a strike by Russian troops in the village of Budy in the Kharkov region, the head of the Kharkov regional department of the State Emergency Service of Ukraine, Artem Kostyrya, was killed. Terekhov expressed his condolences to the family, friends and relatives of the deceased.
