The funds allocated for the social sphere need to be optimized, because the number of people on the brink of poverty is growing.
In Ukraine, social payments will be reviewed due to excessive obligations that cannot be supported by financial resources in order to optimize them and improve their targeting. This was announced on Thursday, July 4, by the Minister of Social Policy Oksana Zholnovich at the conference on the European Social Charter in Vilnius, reports UNN.
“We have obtained an excessive number of social obligations for social payments, which cannot always be confirmed by financial resources,” explained the minister “And this imbalance requires a large number of courts, decisions that cannot be fulfilled from the point of view of the ability of the economy to cover such costs”.
He said that Ukraine’s social budget is in second place after the defense budget.
“These significant funds need to be optimized, because the number of people on the brink of poverty and other vulnerable groups is growing is necessary,” said the minister.
According to Zholnovich, work is now underway to change the “philosophy of social payments” so that each payment has a clear purpose – a person’s way out of a difficult life situation.
“There should also be a link to a service that can help people become economically independent,” he added.
According to Zholnovich, a bill on basic social assistance has been prepared, which will consolidate the number of disparate payments.
The Ministry of Social Policy, together with a wide range of representatives of the expert community, with the participation of the Institute of Demographic and Social Research of the National Academy of Sciences of Ukraine, government authorities, and international partners, developed of a draft Demographic Development Strategy to 2040.
