Nariman Jelal, deputy chairman of the Mejlis of the Crimean Tatar people, was captured in Crimea in 2021.

Elena Pekh and Valery Matyushenko are civilians who have been in captivity since 2017-2018.

Bogdan Geleta and Ivan Levitsky were priests of the Ukrainian Greek Catholic Church, who were captured in Berdyansk for resisting the invaders.

Five more civilians were captured on the territory of Belarus and detained: Nikolai Shvets, Natalya Zakharenko, Pavel Kuprienko, Lyudmila Goncharenko and Ekaterina Bryukhanova.
