Moscow has shown its unconditional readiness to deepen ties with Pyongyang, ignoring its support for the UN resolution at the time.
The “comprehensive strategic partnership” agreement between Russia and North Korea, which provides military assistance in the event of an attack on one of the signatories, contradicts international agreements. This was announced on Friday, June 21, by United Nations Secretary-General Antonio Guterres, who commented on the document signed by Russia and North Korea.
“There are sanctions approved by the UN Security Council against the DPRK. Any relationship of any country with the DPRK, including the Russian Federation, must be fully consistent with these sanctions,” Guterres said.
The US Institute for the Study of War (ISW) believes that by taking a step towards rapprochement with North Korea, Putin seeks to create a coalition of friendly states with historically close ties to the Soviet Union – to act as an alternative to the West and the current world order.
