Seven people were pulled from the rubble, including two seriously injured, and two others remained under the building, Istanbul Governor Davut Gul said.
There were no reports of deaths, he added.
Gul’s office said the 36-year-old building collapsed at 8:40 a.m. The cause of the incident is still being investigated.
