The Council of Europe has begun preparations for the creation of a special tribunal to hold Russia accountable for war crimes.

Foreign Minister Dmitry Kuleba stated this on the X network.
According to him, the secretary general of the organization has been instructed to prepare the necessary documents to facilitate consultations on a potential draft agreement between Ukraine and the Council of Europe on its actual creation.

This is an important practical step towards the creation of a tribunal. Each such step brings us closer to realizing the inevitability of punishment for the crime of aggression against Ukraine, Kuleba noted.
The minister also emphasized that Ukraine will continue to work to ensure that the tribunal fully administers justice.
A special tribunal for the Russian dictator Putin and the ruling elite of Russia will be created before the end of 2024. This was stated by European Commissioner for Justice Didier Reynders, DW reports.
According to him, two main options for a tribunal are now being considered: an international tribunal based on a multilateral agreement or a simplified solution based on a bilateral agreement between Ukraine and the Council of Europe.
In addition, the EU has created a new system for the transfer of legal proceedings. So, if a criminal trial is ongoing in Ukraine, including for the crime of aggression, then it can be transferred to such a special tribunal,” Reynders said.
The Netherlands also proposed holding a special tribunal in The Hague.
