Russia, a permanent member of the UN Security Council, has violated Security Council sanctions that prohibit the import and export of military technology from North Korea.
Russia fired a North Korean Hwasong-11 ballistic missile at Kharkov on January 2, in direct violation of Security Council sanctions. This was confirmed by the Commissioners for Supervising Sanctions against North Korea at the UN, Reuters reports.
According to the agency, a 32-page report presented to one of the Security Council committees states that “missile fragments found in Kharkov, Ukraine, on January 2, 2024, came from a DPRK Hwasong-11 series missile ” and indicates a violation of the embargo on the supply of arms to and from North Korea.
Three sanctions officials visited Ukraine in early April to inspect the remains of the missile and found no evidence that the missile was made in Russia.
The report states that UN experts “could not independently determine where the missile was launched and by whom.” But the information provided by the Ukrainian side “indicates that it was launched within the territory of the Russian Federation.”
“Such a location, if the missile is under the control of Russian forces, likely indicates that it was acquired by citizens of the Russian Federation,” the report said.
As you know, North Korea has been under UN Security Council sanctions since 2006, due to the testing of nuclear weapons and ballistic missiles, which includes a ban on the import and export of military technology.
Earlier, the United States also confirmed that the Russian Federation used ballistic missiles received from the DPRK in Ukraine.
In mid-February, the Prosecutor General of Ukraine said that Russia had used 24 ballistic missiles from the DPRK against Ukraine.
