Bill No. 615003-8 on the expulsion regime introduced to the State Duma stipulates that foreign citizens will have to confirm in writing that they have assumed responsibilities in order to retain the right to enter Russia. One of the authors of the bill initiative, Deputy Dmitry Vyatkin, stated this to the propaganda RosSMI.
The document states that foreigners will be required to “respect traditional Russian spiritual and moral values, including ideas about marriage, as a union of spouses, family, motherhood, paternity, childhood, and comply with the requirements of the inadmissibility of promoting non-traditional sexual relationships. and distortion of the historical truth about the feat of the Soviet people in defending the Fatherland and its contribution to the victory over fascism, refrain from financing and otherwise facilitating activities that violate the above provisions and engaging in them.
Vyatkin told Russia’s Interfax that the draft law stipulates that foreign citizens will have to confirm in writing that they have fulfilled their obligations in order to have the right to enter Russia.
This will be a written obligation, in case of violation of which the deportation regime may be applied,” Vyatkin told reporters.
The proposed bill introduces a new migration regime for expulsions. It is proposed to establish it in relation to foreigners who have the right to legally stay in Russia. This may be due to the expiration of temporary stay in Russia or migration documents, cancellation of a temporary residence permit, residence permit, or the commission of illegal actions.
The new deportation regime assumes that the rights of a foreigner are limited, and extended measures of control over his whereabouts in Russia are applied to him. Yes, the authors of the document propose to prohibit foreign citizens from traveling outside the city, transferring money, getting married and driving a car. Also, at the request of the executive branch, a foreigner will be required to report his location if he cannot appear at the Ministry of Internal Affairs in person – in particular, using a photograph “with a geolocation mark.”
At the same time, the court will be able to make a decision on deportation if a person violates the prohibitions prescribed in the bill twice (or more times).
