Unexpected request
According to the author of the photo, his son has not been able to enter TCC for three days. They say that about a hundred men go there every day, but not more than 10-20 people go there. There are people queuing since six in the morning.

Why did this happen?
As you know, the new Mobilization Law will take effect on May 18. One of the criteria that applies to millions of men aged 18 to 60 is the obligation to update their credentials within 60 days.
The document states that information can be updated in the conscript’s electronic account, Administrative Services Centers (ASCs) or Territorial Recruitment Centers (TCCs).
At the same time, the procedure for clarifying electronic data or how this can be done through the central administrative office has not yet been considered. Moreover, a representative of the Ministry of Defense announced that the electronic account for conscripts will start functioning only in June.
That is, those responsible for military service are already afraid that the military registration and enlistment offices will not have time to update the data of millions of men within two months.
Simulation of TCC operation
Journalists have confirmed the Ukrainians’ fears. So the publication texty mimicked if TCC had time to update everyone’s data. According to the authors’ own observations in 2022, in Kyiv one TCC office received 30-40 people during the day, and some of them had to pass by to register.
In total, there are 178 military registration and enlistment offices in Ukraine. If CNAP and the electronic account did not work, TCC would have to serve approximately 7,904,000 men. Before the full invasion, less than 10.5 million men aged 18 to 59 lived in Ukraine (excluding the occupied Crimea and Donbass). From this number they selected 1.3 million currently serving in the defense forces, 659 thousand “war refugees”, 569 thousand people lost due to occupation, and another 25 thousand prisoners.
Situation 1
According to the current schedule, most Kyiv TCCs receive citizens only eight hours a week (twice a week from 9:00 to 13:00). According to this scenario, an average Ukrainian shopping center should serve about 1,110 visitors per day. And register 693.8 people who are liable for military service per hour (taking into account that they have an average of 1.6 hours of reception per day).
Situation 2
TCC will update the data during 40 working hours a week, that is, 8 hours a day, excluding weekends. Then you will need to register 139 people per hour.
Situation 3
TCC will serve citizens 8 hours a day, seven days a week, for 60 days. In this case, they must register 93 people per hour.
Military appeal to citizens
Lawyer Nikolai Maksimov added that if those responsible for military service do not have time to update the data, then approximately two million men could potentially be placed on the wanted list conscription age.
“If a person does not update personal data, the TCC contacts the police, who enter this person in the appropriate search database. The police will try to find this person,” the lawyer explained in a commentary on TSN.
According to him, the search included the district and patrol police. Here the lawyer added: “Besides, the court may impose a fine in the range of up to 25 thousand UAH. If it is not paid, the information will be transferred to the executive service. The latter enters the person into the register of debtors, seizes this person’s property, and restricts his use of bank cards.”
Also, a person liable for military service who is not registered and has not updated his data may be stopped on the street or at a checkpoint, and the police have the right to take the person to the TCC.
Therefore, today the press service of the Ground Forces talked to the citizens and ensured that the TCCs operate around the clock, so that everyone can update their data or register at any time.
“It’s good that many people have decided to update their data or register but we want to tell you: Territorial acquisition centers (TCC) operate 24/7. You can come at any time that is convenient for you,” the message said.
