The Legal Committee of the Parliamentary Assembly of the Council of Europe (PACE) approved amendments to the draft resolution, confirming that the Russian oil refining industry is a legitimate target for Ukraine. Revenues from oil exports remain the main source of the Russian state budget, committee members believe. In this regard, they added an amendment that Russian oil refineries and oil export facilities should be considered legitimate military targets for the Ukrainian Armed Forces.
Representatives of the Ukrainian delegation said they plan to put the resolution to a vote on April 17.
