During this time, it was possible to find more than half, the Lvov Regional TCC told the Public.
Earlier, the National Police said that its employees deliver wanted persons to the TCC to draw up an administrative protocol. National Police units are looking for people after entering data into the information system
This mechanism is regulated by a resolution of the Cabinet of Ministers, which provides for the appeal. Such an appeal is sent to the National Police units, then the police enter the information into the unified record of the National Police information subsystem and begin an inspection. After identifying such persons, we deliver – exclusively deliver – to the nearest TCC and SP in order to clarify all the circumstances and draw up an administrative protocol by an authorized TCC officer in accordance with Article 210 of the Code of Administrative Offenses,” said the head of the National Police department.
According to Akhrameev, already at the territorial recruitment center a resolution on an administrative offense is drawn up and the circumstances of non-arrival on the summons are established.
If the person against whom the decision has been made can prove valid reasons for non-arrival, the administrative case is closed. Otherwise, she faces the imposition of an administrative fine.
Ombudsman’s opinion
Employees of territorial recruitment and social support centers cannot detain Ukrainian citizens on the streets. This was stated by the Commissioner of the Verkhovna Rada of Ukraine for Human Rights Dmitry Lubinets in an interview with Public.
They cannot walk the streets and physically restrain Ukrainian citizens using physical force. Can not. This is nonsense. Who benefits from this? Army? No. Citizens of Ukraine who are afraid to go out? No. And if it is necessary to conduct so-called raids, then representatives of the National Police must be involved in this group. They are the ones who check the documents. After that, they provide information to TCC employees to check whether such a citizen of Ukraine is in the register of persons liable for military service or not. It is the National Police officers who have the right to stop people, check documents, make decisions, voice some legal demands, Lubinets noted.
