The deputies propose to punish with imprisonment for a term of 10 to 12 years with or without confiscation of property for “appropriation by a citizen of Ukraine of state functions, in particular representing Ukraine at international events, before authorized persons or agents of foreign states, as well as representatives of international organizations, including through correspondence, telephone conversations, telegraphic and other correspondence, and other forms of communication, without granting powers and approvals in the manner prescribed by law.”
In the explanatory note to the bill, the authors indicate that “there are cases of shameful “citizens of Ukraine” committing actions aimed at obtaining their own privileges at the expense of state interests by appropriating state functions.”
