The anti -corruption strategy consists of four sections and is designed until 2025. The Rada will annually conduct hearings on the implementation of the strategy.
The Verkhovna Rada at a meeting on Monday, June 20, adopted a new strategy for anti-corruption policy for 2020-2025. The decision was supported by 310 people’s deputies, said Yaroslav Zheleznyak from Golos.
It consists of four sections. The first focuses directly on the concept of developing an anti-corruption policy over the next five years. The remaining sections of the document contain a description of some of the problems and expectations of the strategic results that can be achieved to solve them.
The draft law states that the Anti-Corruption Strategy will help ensure the coherence and consistency of anti-corruption activities by all state authorities and local governments.
According to him, the optimization of the functions of state and local self-government provides for the elimination of doubling the powers of different bodies, the temporary cessation of the implementation of ineffective power, which is characterized by a high level of corruption risks. The strategy also provides for digital transformation of the use of powers of state and local government authorities, transparency of activities and openness of data.
It also provides the need to ensure unavoidable legal liability for corruption and corruption -related offenses.
By law, a working group on anti-corruption policy issues (coordinating working consultative and advisory group) will be created under the National Agency for the Prevention of Corruption (NAPC) as a body co-chaired by the head of the NAPC and a minister of the Cabinet of Ministers. The personal composition of the working group is approved by the government, in particular, by agreement, representatives of the people can also enter into it. Its main tasks are to promote the coordination of the actions of state authorities in the implementation of the Anti-Corruption Strategy and the implementation of measures of the state anti-corruption program.
The Verkhovna Rada annually no later than June 1 will have to conduct parliamentary hearings on the implementation of the Anti-Corruption Strategy.
NAPC undertakes to develop a new draft Anti-Corruption Strategy no later than August 1 of the year where the former will end. In addition, the agency must annually inform the Cabinet of Ministers before April 1 about the results of the implementation of state anti-corruption program measures to implement the Anti-Corruption Strategy.
