John Kirby, coordinator of the White House National Security Council, stated this during a briefing, the RBC-Ukraine agency reports.

He stressed that since Congress has not yet approved new funding for $60 billion in aid to Ukraine, the United States cannot transfer artillery shells to Ukrainian defenders to thwart Russian attacks.
