The creation of this post is due to the rapid development of technology in the world. Many countries already have their own cyber diplomats. Secretary of the National Security and Defense Council Alexey Danilov announced this on February 7 at the opening of the Kyiv International Cyber Resilience Forum 2024.

As you know, in 2021 the Ministry of Foreign Affairs adopted public diplomacy strategies and there digital diplomacy is mentioned for the first time as a component of diplomacy. At that time it was stated that there was a “communication dimension”.
Cyber diplomacy is diplomacy in cyberspace or the use of diplomatic resources and the performance of diplomatic functions to protect national interests in cyberspace. Cyber diplomacy includes cybersecurity, cybercrime, confidence building, internet freedom and internet governance.
Let us recall that on February 6, President Zelensky signed a decree on the creation of unmanned systems forces as a separate type of force in the structure of the Armed Forces of Ukraine. Based on the results of the study, the authorities must submit appropriate proposals for consideration by the National Security and Defense Council of Ukraine.
