A 33-year-old Russian serviceman and a 33-year-old resident of Oleshek were involved in the torture, the press service of the Kherson region police reported.
The Kherson region police have completed the investigation into the suspects of kidnapping and torture of a Russian foreigner and a Ukrainian citizen who served the occupiers. The press service reported this today, February 1.
After the liberation of Kherson, it was established that during the occupation of the city, the Russian military built a torture chamber on the seized premises of the regional police headquarters in a long-abandoned temporary detention center.
“The occupiers illegally brought local residents here and tortured them. Investigators were able to identify two criminals involved in the torture – a Russian serviceman and a Ukrainian citizen,” the report said.
The police established that in the basements of the GUNP during the occupation of the city, the Russian military tortured approximately 90 citizens of Ukraine; the fate of some Ukrainians who passed through the torture chamber is still unknown.

“The police know that in June 2022, criminals in the regional center illegally detained a 40-year-old resident of Kherson, put a bag over his head and took him to the building of the Main Directorate for Police in the Kherson region. He kept them in unsanitary conditions, did not give them food or water, beat them, threatened them with death and encouraged them to cooperate with the authorities in the occupation,” the police report.
Both criminals were notified of suspicion in absentia and face imprisonment from 8 to 12 years.
It was previously reported that in eight regions of Ukraine, law enforcement officials discovered a total of 104 torture chambers. The largest number of torture chambers was found in the Kharkov region – 25, Zaporozhye – 18, Kherson – 11, Donetsk – 10. There are also 19 torture chambers known on the territory of the Russian Federation.
