The subject of the negotiations should be “very high uncertainty” regarding the country’s budget in 2024.
Prime Minister of Ukraine Denis Shmyhal asked international donors for an emergency meeting due to a possible delay in financial aid to Ukraine. Bloomberg reported this on Thursday, December 28, citing Shmygal’s letter to the Interdepartmental Donor Coordination Platform.
It is noted that in the letter Shmygal stated that Ukraine needs funding as early as next month. It should be directed to the needs of the main budget of Ukraine.
“To support macroeconomic stability, it is critical that we receive adequate, timely and predictable external financing beginning in January 2024,” the letter said.
Shmygal believes that it is not yet advisable to discuss restoration and reconstruction projects in the country, because Ukraine is fighting for survival.
“We cannot wait until March to finance our social needs,” Shmyhal said.
He called on donors to begin coordinating to channel Russia’s frozen assets into Ukraine’s reconstruction.
It should be noted that the Ministry of Finance of Ukraine recently announced that Ukraine’s need for international aid for 2024 was reduced by almost $4 billion – to $37.3 billion.
