This is what experts from the American Institute for the Study of War (ISW) think.
ISW wrote in a December 23 report that its experts observed similar efforts by the Kremlin to deceive Western politicians into forcing Ukraine to negotiate with Russia in the winter of 2022-2023.
This is being done in order to actually redirect the West’s attention to hypothetical negotiations instead of providing Ukraine with a sufficient amount of weapons before the spring-summer counter-offensive.
The Kremlin is likely using back channels to achieve this effect amid debates in the US and EU over further military assistance to Ukraine.
