An audit of the Ministry of Defense of Ukraine revealed violations in the tender for folders for the Armed Forces of Ukraine.

The Defense Department, through its internal audit service, verified whether the actions of officials who held a tender for the purchase of personal file folder covers at an inflated price were legal. It turned out that four months before the tender, the Personnel Center of the Armed Forces of Ukraine proposed to make changes to the technical specifications of the covers, thanks to which the price in the Logistics Forces Command’s application was set at 351 UAH per piece. This was reported by the press service of the Ministry of Defense.
After the start of bidding, only one price offer was received from manufacturers for the first lot, which was equal to the expected cost. This proposal was sent by the Kiev printing factory “Zarya”.
However, the Ministry of Education found out that there are also cheaper offers on the market – for example, similar samples of folders at prices ranging from 140 to 325 UAH.
The auditors purchased a sample of such a product from an individual entrepreneur at a price of 120 UAH – this is a promotional price from the main 140 UAH (it is not known whether this seller can satisfy the demand for the quantity of the tender, which includes four lots with a total of 58 thousand units), – noted the defense . department.
Thanks to the audit, it was also established that the changes proposed by the Personnel Center of the Armed Forces of Ukraine regarding the technical parameters of the covers were provided without justification. Responsible persons of the Department of Resource Provision of the MOU did not sign the agreement on this tender.
Accordingly, the internal audit service proposed to the HR center of the Armed Forces of Ukraine to make changes to reduce the cost of goods and increase the number of auction participants.
The Ministry of Defense added that the Internal Audit Service continues to monitor and investigate risky operations. Currently, internal audit materials have been attached to 25 criminal proceedings.
