Four of the seven steps have been completed – the European Commission is assessing Ukraine’s readiness for negotiations on accession to the EU. Radio Liberty has obtained an internal document from the European Commission. The report specifies the following criteria:

legislation on the procedure for selecting judges of the Constitutional Court, in accordance with the recommendations of the Venice Commission;

completion of the verification of the virtue of candidates for members of the High Council of Justice and the creation of the High Qualifications Commission of Judges;

compliance of anti-money laundering legislation with FATF standards and approval of a strategic plan for reform of the entire law enforcement sector;

reform of the media industry – bringing Ukrainian legislation into line with the EU Directive on audiovisual media services.
At the same time, the further strengthening of the fight against corruption, in particular, is not considered completely completed. As part of this step, the European Commission expected, in particular, the appointment of a new head of SAPO and director of NABU.
On November 8, the European Commission is preparing to publish a report on the progress of Ukraine, Moldova, Georgia and 7 other countries on the path to joining the EU. Subject to a positive recommendation, the EU leaders’ summit on December 14-15 could decide to begin formal membership negotiations with Ukraine.
On November 2, German Foreign Minister Annalena Bärbock expressed confidence that the European Union would make such a decision:
We want to see Ukraine as a member of our European Union. The European Union must be expanded. This is a geopolitical consequence of Russia’s war of aggression against Ukraine.
Politico wrote that the European Commission will recommend starting negotiations with Ukraine and Moldova on accession to the EU.
According to the publication, on November 8 the EC will publish its report on the progress of Ukraine and other countries seeking to join the EU. EU officials and diplomats said Brussels is advising the start of negotiations on the accession of Ukraine and Moldova to the EU.
In particular, Ukraine and Moldova need to make more progress – from creating a reliable and independent judiciary to protecting the rights of minorities and implementing anti-corruption measures.
