Russia withdrew from the Treaty on Conventional Armed Forces

Russia has finally said goodbye to the CFE Treaty without regrets and with full confidence that it is correct, the Russian Foreign Ministry said.

The aggressor country Russia has completed the procedure for Russia’s withdrawal from the Treaty on Conventional Armed Forces in Europe (CFE Treaty). The document no longer exists for Moscow, the Russian Foreign Ministry reported on Tuesday, November 7.

“Russia has finally announced the CFE Treaty without regret and full confidence in its correctness. The experience gained during its creation and implementation – both positive and negative – will be taken into account,” the statement said.

It is noted that at the same time, two more legally binding agreements, inextricably linked to the CFE Treaty, ceased to be in force for the Russian Federation: the Budapest Agreement of November 3, 1990 on the highest level for the existence of gentlemen weapons and equipment of the six states party to the Warsaw Pact, as well as the Flank Document of May 31, 1996 of the year.

Russia accused the United States of allowing NATO expansion to “blatantly circumvent” the pact’s restrictions, adding that Finland’s entry into NATO and Sweden’s application to join the alliance meant the pact was dead.

Moscow has not forgotten about Ukraine either, accusing NATO countries of “inciting the conflict.”

“Even the formal preservation of the CFE Treaty has become unacceptable from the point of view of the main security interests of Russia,” summed up the department of Sergei Lavrov.


The CFE Treaty was signed on November 19, 1990 in Paris by representatives of 16 NATO member states and six Warsaw Pact Organization (WTO) member states – the USSR and its five allies. The CFE Treaty came into force after the collapse of the “socialist camp”, the Warsaw Warsaw Party and the Soviet Union – on November 9, 1992. The treaty established legally binding limits on the main categories of conventional military weapons of member states.

In 2004, the Russian Federation ratified the Agreement on the Adaptation of the CFE Treaty on November 19, 1999 (not implemented).

The parties to the agreement demanded that Russia fulfill its obligations to withdraw troops from Georgia and Moldova. In 2007, the Russian Federation suspended its participation in the treaty, and in 2015, participation in meetings of the treaty’s general advisory group.

Let’s recall that on February 21, 2022, President Putin announced the suspension of Russia’s participation in the Strategic Offensive Arms Treaty (START) in his speech to the Federal Assembly. On February 22, the law was adopted by the State Duma of the Russian Federation and the Federation Council.
