Zheleznyak used documents in the draft state budget 2024. In his social networks, the people’s deputy noted that the Cabinet of Ministers plans to receive funds from the following external sources:
- the US government and other official creditors (UAH 1.33.3 trillion) – $28 billion;
- European Union (UAH 372.3 billion) – $10 billion;
- International Monetary Fund (UAH 223.8 billion) – $6 billion;
- International Bank for Reconstruction and Development (UAH 82.8 billion) – $2.2 billion;
- Zheleznyak calculated these funds at the rate of 36.6 UAH/USD.
According to him, the weighted average rate for domestic debt instruments will be approximately 19%, and for external debt instruments – 5.5%.
On October 15, Ukrainian Finance Minister Sergei Marchenko said that it was becoming increasingly difficult for Ukraine to receive financial assistance from partners.
I see great fatigue among our partners, they would like to forget about the war, but the war is still going on, full-scale,” said Ukrainian Finance Minister Sergei Marchenko on the sidelines of the International Monetary Fund (IMF) during a World Bank meeting in Marrakech.
According to him, Ukraine is now making “twice as much effort to convince partners to provide support compared to the last annual meetings in April.”
