What is known about the Amulet

Law Regarding the Unified State Register of Conscripts, Persons liable for Military Service and Reservists was adopted in March 2017. The document provides for the creation of a unified automated information and telecommunications system to be created contains information about Ukrainians liable for military service from 18 to 60 years of age. The base is called Amulet.

The owners of the register, as specified in the law, are the Ministry of Defense, and the managers are the General Staff of the Armed Forces of Ukraine, the Security Service and the Foreign Intelligence Service.

The database is maintained by district and city TCCs, the Central Directorate and regional bodies of the SBU, and the relevant units of the Foreign Intelligence Service.

What data is entered in the register?

Personal data about all Ukrainian men aged 18-60 years are entered into the electronic database, namely:

  • Full name;

  • place and date of birth;

  • gender, citizenship;

  • place of registration and actual residence;

  • Family status;

  • education, specialty, place of work;

  • military specialty;

  • health status;

  • data on the date of departure from Ukraine and the date of return;

  • information about criminal prosecution;

  • digitized image of a face.

All this data is collected in automatic exchange mode from various electronic registers of the Tax Service, Ministry of Health, Ministry of Justice, Ministry of Internal Affairs, Central Election Commission, State Migration Service without the consent of the citizens.

In addition to personal data, they also enter service data, namely:

  • information about the performance of military duty (military service; participation in hostilities; participation in international operations to maintain peace and security; performance of military duty in the reserve);

  • characteristics of military registration (military rank; military specialty; level of military education; reserve category; state awards; sports categories; blood type and Rh factor, etc.).

Changes in the law

On September 18, a group of people’s representatives decided to expand the provisions of the law Regarding the Unified State Register of Conscripts, Persons liable for Military Service and Reservists and registered the corresponding project on the website of the Verkhovna Rada.

People’s representatives propose to include in the electronic database data all conscripts, those liable for military service and reservists from 17 to 60 years old (not from 18 years old).

In addition to personal and official data, it is proposed to enter into the database information about the need to recruit the Armed Forces of Ukraine and other military formations (except for information constituting a state secret).

The representatives also want to expand the list of personal data of those liable for military service, including:

  • Mobile phone numbers and email addresses;
  • information on knowledge of foreign languages;

  • information about completion of educational courses and advanced training courses;

  • data on documents giving permission to leave Ukraine and enter Ukraine;

  • data on documents issued for travel abroad for permanent residence, or departure for permanent residence abroad, or return to Ukraine;

  • information about the driver’s license to drive a vehicle;

  • information about the tractor driving license for the right to drive tractors, including home-made, self-propelled agricultural, land reclamation and road-building machines;

  • data on decisions subject to implementation – implementation documents.

The bill also contemplates the creation of an Electronic Account for conscripts, conscripts, and reservists.

If this law is adopted, it will take effect the day after the day of its publication.

When the base is fully functional

Minister of Digital Transformation Mikhail Fedorov said today that the Oberig registry already exists more than 90% full. However, there are questions about Oberig-based services and what they will look like.

“It is a closed system with its own protected circuit. All the requirements (protection – ed.) for it are met. It is a relatively secure product with no hint of the possibility of vulnerability. And we see that after a year and a half of a full-scale war without leaking sensitive information,” said Fedorov.

At the same time, he did not specify when the electronic register will be fully operational, but noted that the remaining issues need to be agreed only with the new team of the Ministry of Defense.

It should be noted that at the beginning of September, the Ministry of Defense signed orders with other departments on the mutual automatic exchange of data to fill the registry of Oberig.

Later, the Deputy Chairman of the Verkhovna Rada Committee on National Security and Defense Marianna Bezugla said that the next stage involves cooperation with the Ministry of Digital Development to link other registries to this database. According to him, a fully electronic registry of military personnel should be operational by the end of this fall.
