In the matter of punishment for those responsible for military service who left Ukraine illegally during the war, one should be guided by the rule of “golden mean”. The Minister of Internal Affairs of Ukraine Igor Klimenko said this in an interview with Ukrainskaya Pravda.
“Here we have to find a middle ground. Don’t blame us for saying we will not let anyone in, or we will let everyone in, or he will go to jail, or not. The state must develop a common approach to this problem. The head of the Ministry of Internal Affairs did not exclude that the punishment could be an administrative fine upon returning to Ukraine.
“Of course, if they drive with fake documents, it’s criminal responsibility,” Klimenko emphasized.

“The moral part is a sense of justice for the people sitting in the trenches, ensuring the life of the country and those abroad for 19 months, well, some less, some leave later .We will now discuss legal standards that must ensure this justice and legally and morally reduce it to one,” he added.
Klimenko emphasized that “those who left legally are a completely different story,” while others broke the law because, as a rule, they left illegally.
“I left illegally through the highway system, I left illegally through VLK and MSEC documents, I went illegally on a business trip or to study. So of course, the state is now looking for a middle ground so that these people can be returned to Ukraine,” said the head of the Ministry of Internal Affairs.
