President Vladimir Zelensky provided proposals for the vetoed bill on the resumption of electronic declaration for state and local government officials.

The corresponding proposals of the head of state for draft law No. 9534 were published on the document page on the parliament website.
I cannot agree with the approach proposed by the law, according to which open access to the Unified State Register of declarations of persons authorized to perform the functions of the state or local self-government is not provided, the head of state indicated.
Zelensky proposes that the Verkhovna Rada make open access to the Register of Declarations, but at the same time take into account a number of features for certain groups of declarants. He proposes to establish that temporarily, for the period until the termination or lifting of martial law, the National Agency for the Prevention of Corruption (NACP) provides open round-the-clock access to the Unified State Register of Declarations.
At the same time, the head of state considers it necessary to define in the law that declarations submitted, in particular:

military personnel of the State Border Service of Ukraine,
-
State Service for Special Communications and Information Protection,
-
State Security Department,
-
The Armed Forces of Ukraine and other military formations.
In addition, declarations will not be displayed:

special police officers who are involved in hostilities during martial law,
-
wounded,
-
prisoners,
-
peacekeepers,
-
persons located in temporarily occupied territories.
According to the president’s proposals, these exceptions do not apply to:

military personnel in the positions of ministers and their deputies, heads of central and local executive authorities and their deputies, in other positions in the apparatus of ministries, other central and local executive authorities, justice system bodies or seconded to such positions;
-
members of military medical commissions, medical flight commissions or seconded to them;
-
serving in territorial recruitment and social support centers or seconded to them (except for members of the rank and file of the security units of the relevant centers);
-
carrying out training, company, procurement of products, works and services for defense purposes.
