Now the technical conditions of the Ministry of Defense suggest that the fabric of the jackets for tearing should have the maximum strength – 1400 Newtons.
The Ministry of Defense bought winter clothing for military personnel for another UAH 628 million. Since the beginning of summer, the total value of the agreements reached UAH 1.87 billion. Our Groshi reported this in relation to the data in the Prozorro system.
It was noted that the jackets and pants at this year’s auction were ordered in accordance with the technical conditions and according to the Ministry’s specifications.
In the contract with the Turkish company Vector avia, one of whose owners is the nephew of the people’s representative from the Servant of the People faction, Gennady Kasai, the requirements for tearing the fabric are 450 Newtons. Now the technical conditions of the Ministry of Defense suggest that the fabric of the jackets for tearing should have the maximum strength – 1400 Newtons. Turkish jackets are bought at a price of $86 per piece without VAT, and from Ukrainian manufacturers – at a price of $77 to $89 with VAT (at the rate of the National Bank).
As the newspaper wrote, the agreements with the Turkish company were signed in one day, while in the tenders for Prozorro, an average of three to five participants took part. In addition, the contract with the Turkish company is provided for 100% prepayment, and with the Ukrainian company – 100% payment only after the delivery of the goods.
Recall that a huge corruption scandal broke out in Ukraine over the purchase of jackets for the military. The media published an investigation that in 2022, the Turkish company Vector avia sold summer jackets to the Ministry of Defense under the guise of winter jackets. Then the journalists found out that a relative of the town representative from the Civil Servant may be involved in the company.
Ukrainian Defense Minister Oleksiy Reznikov said he would resign if allegations of buying summer jackets instead of winter ones were confirmed.
The Anti-Corruption Council under the Ministry of Defense stated that the jackets from Turkey for Ukrainian servicemen, which became the object of investigation by journalists, are definitely winter, not summer.
Nevertheless, Reznikov resigned.
