This was reported today, August 27, on the website of the Center for National Resistance.
It is noted that, first of all, the invaders seize apartments and houses, the owners of which left the temporarily occupied territories or were subjected to repressions for their pro-Ukrainian position.
After that, Russians serving in the Russian occupation forces or working for the occupation administration move their families to these apartments. This fits into the general Russian policy to change the demographic composition of the temporarily occupied territories, the CNS notes.
