Long-range rockets armed with rocket-propelled cluster munitions are the key to overcoming Russia’s layered defenses, Dan Rice, a former US Army officer and former adviser to the Commander-in-Chief of the Armed Forces, told Newsweek.

He also stated that Ukraine requested cluster rounds for barreled artillery and cluster rockets for HIMARS at the same time more than a year ago. So far, cluster shells are being supplied, but rocket-propelled cluster shells are not.
Rice noted that American units never go into combat unless they have artillery support armed with DCIPM rockets.
