Oksana Markarova, Ambassador of Ukraine to the United States, told the Public about this.
According to her, since the beginning of the Russian invasion, Congress has allocated $113 billion for Ukraine under three major military programs. assistance, 66 of which Ukraine has already received. At the same time, Ukraine at war needs to have a fourth tool to obtain weapons in the event of a possible interruption in the supply of money from the United States.
In July, Markarova said that Ukraine was actively working to extend the US lend-lease for another year.
Then she spoke about “active work with the US Congress”, which should go on vacation on August 7th.
In the US, the fiscal year ends at the end of September. Until the end of September, we still have funds in the American budget that are available to us – for military, budgetary, humanitarian, energy assistance and reconstruction. But from October 1, we will need additional funds,” Markarova said.
She clarified that Ukraine receives most of the aid due to additional budgets and changes in budgets. And the military budget does not allocate funds, but lays down the basic principles.
Therefore, Ukrainian diplomats are fighting to ensure that the USAI (Ukraine Security Assistance Initiative) program remains in the US military budget, and also that the Lend-Lease law is extended for a year.
It is important that this tool is also available if we run out of grant programs,” the ambassador explained.
