Grozny, the capital of Chechnya, and Mariupol, occupied by Russia, have become sister cities. The corresponding agreement was signed by the mayor of Grozny, Khas-Magomed Kadyrov, and Oleg Morgun, the Russian-appointed head of the administration of the annexed Mariupol.

As reported on the website of the head of Chechnya, the agreement was signed in Mariupol during a working trip of members of the Chechen government to the Donbass. The agreement provides for cooperation in trade, economic, scientific, technical, social and cultural areas.
The head of the fake DPR, Denis Pushilin, as stated in the message of the Chechen authorities, stressed that the experience of the Chechen Republic in eliminating the consequences of the war is already being applied in the DPR and shows positive results in such areas as housing and communal services, the construction of roads, and socially significant facilities.

Mariupol is captured by Russian troops during a full-scale invasion of Ukraine. The city has been under Russian control since May 2022. During the battles for Mariupol in the city, according to the legal authorities, up to 90% of residential buildings were destroyed. In place of some of them, Russian builders are building new buildings.
Grozny was significantly damaged during the two Chechen wars (in 1994-1996 and 1999-2000), including during the storming of the city in the winter of 1994-1995.
