New military formations are trying to create and staff the Russian invaders.

They want to create new formations without a general mobilization. They are trying to lure citizens of the aggressor country with money to the occupying troops. This is stated in a new report by the American Institute for the Study of War (ISW).
Analysts recall that in mid-May, Russian propaganda media reported that the authorities of the Kabardino-Balkarian Republic were offering to pay 20,000 rubles, or about $240, to residents who would join the newly formed 40th Army Corps.
And the authorities of the Rostov region instructed the military registration and enlistment offices to pay bonuses to volunteers entering the service under a contract in the Rostov St. George motorized rifle battalion of the 144th OMBR of the 40th army corps.
The propagandists noted that these were the first cases of the 40th Army Corps in the public press. The specialists of the Institute also did not record any mention of this formation in messages since mid-May.
Recall that British intelligence reported that during the war with Ukraine, the Russian airborne troops were greatly degraded and lost their elite status, which they had before the start of a full-scale invasion. However, even now the command from Russia is trying to save these units.
