“Illegal passports in the Kherson and Zaporozhye regions, as well as in the Crimea and in the temporarily occupied part of the Donetsk and Luhansk regions, are a grave violation of the sovereignty and territorial integrity of Ukraine, the norms and principles of international humanitarian law, as well as the obligations of the Russian Federation as a sovereign state, in accordance with Article 45 of the Hague Convention of 1907 and Article 47 of the Convention for the Protection of the Civilian Population during the War of 1949.
