Zelensky signed a law banning fireworks, firecrackers and salutes

    President Volodymyr Zelensky signed law No. 7438 banning fireworks, firecrackers and salutes. The regulation comes into force on October 12, 2023.

    .

    It is forbidden:

    • the use of pyrotechnics (fireworks intended for use during entertainment events) of classes F2, F3, F4;

    • sale or transfer by any means of these fireworks;

    • sale or transfer by any means to persons under 16 years of age, class F1 fireworks.

    Earlier, the Verkhovna Rada generally adopted a draft law on the use and circulation of pyrotechnic products, which provides for a ban on the use of fireworks. The bill provides for a delay of the ban on the sale of pyrotechnic products for three months after the entry into force of the law and the export of these products for one year.

    The bill provides:

    • a ban on the use of equipment, inventory and pyrotechnic products when handling animals, leading (may lead) to injury to animals;

    • the prohibition of inflicting injuries, pain, destruction on animals, their death, including due to the use of pyrotechnic products when handling them during sports, entertainment events, video and photography;

    • the use of fireworks (pyrotechnic products intended for use during entertainment events) of classes F2, F3, F4 is prohibited;

    • sale and/or transfer by any means of class F2, F3, F4 fireworks is prohibited;

    • sale and/or transfer by any means of class F1 fireworks to persons under the age of sixteen is prohibited.

    • It is also indicated that the bill does not introduce new restrictions and prohibitions on:

    • use and sale of stage (classes T1 and T2) and other pyrotechnic products (classes P1 and P2). The issue of their use and circulation is further regulated by the Technical Regulations for Pyrotechnic Products, approved by the Cabinet of Ministers;

    • pyrotechnic products intended for use by the Armed Forces of Ukraine, the National Police or emergency services for non-commercial purposes, in accordance with the legislation of Ukraine;

    • the use of fireworks of class F1, which have a very low level of danger and an insignificant level of noise;

    • conducting sports competitions in rocket modeling or exercises using training grenades and other pyrotechnic products.
