Navrotsky is 37 years old. He graduated with honors from Kharkiv National University with a degree in banking. He was twice elected to the Kharkiv District Council, and in 2015 he was elected to the City Council. Before the war, he served as vice-rector for the scientific work of KhNU. Karazin, was on vacation at his own expense at the time of the murder.
