The intercepts were in a file labeled “Top Secret.” The document is titled “Beijing probably approves covert deliveries of lethal aid to Russia.” The report claimed that the Russian Foreign Intelligence Service had notified the agreement. Where this information was received by the SVR is unknown. WP notes that Beijing sought to keep these shipments secret and disguise them as civilian goods.
We have not seen evidence that China handed over weapons or rendered lethal (military – ed.) Russians. But we remain concerned and continue to monitor closely,” said an administration official.
