Russia on Tuesday declared war on those who refuse to serve the Motherland, including on the battlefield in Ukraine, passing a law restricting the rights of all men of military age, just as the countdown to the upcoming Ukrainian counteroffensive is ticking.
“These are all men of military age,” said Deputy Andrey Kartapolov, co-author of the law, referring to both conscripts who must perform military service and mobilized storekeepers.
The goal is to prevent a repeat of the mass exodus of Russians that occurred when President Vladimir Putin issued a partial mobilization order in September 2022 after several setbacks on the Ukrainian front.

Among the restrictions imposed by the Russian Duma or the Chamber of Deputies, there is one that expressly prohibits conscripts from leaving the country from the moment they receive the appropriate notification until they appear at the military registration and enlistment office.
The Russians have a two-week deadline to appear after they are notified of the obligation to serve the Motherland.
In addition, if the affected person does not contact the recruitment center within 20 days, the possibility of opening a business, obtaining a driver’s license, buying real estate or obtaining a loan will be temporarily limited.
There are fewer and fewer escape routes for evaders and refuseniks, since the military will be able to send notifications not only in writing, but also electronically to the citizen’s personal account on the public services portal.

Kremlin spokesman Dmitry Peskov denied at a press conference today that the adoption of this law paves the way for a second mobilization, although not all media outlets were convinced of this.

According to its authors, the law seeks to correct numerous mistakes made during Putin’s mobilization, the first by the Kremlin since the Nazi invasion of the Soviet Union in 1941.
“From our point of view, these amendments will contribute to social justice. Service in the Armed Forces is not only a sacred duty, but also an honorable constitutional duty,” Kartapolov explained.
He emphasized that the law will allow “those who comply with their duties and obligations to be in the same conditions as those who evade it.”
Counteroffensive, open secret
Meanwhile, with the onset of spring, rumors of a counteroffensive Ukraine which, according to the head of the Wagner mercenary group Yevgeny Prigozhin, is inevitable and will include up to 400,000 troops.
