In Russia, deputies almost unanimously supported the introduction of electronic agendas

    The Russian State Duma almost unanimously supported the changes to the legislation, which involve the duplication of traditional agendas in electronic form.

    Such subpoenas will be sent to personal accounts on the Russian Internet service “Gosuslugi” and will be considered delivered from the moment they are posted. This is reported by the Russian media.

    Sending subpoenas by registered mail is also legalized. Messages about the need to appear at the military registration and enlistment office will be considered delivered from the moment the mark on the delivery of the letter appears in the post office.

    If it is not possible to serve the summons by any of the methods, it will be considered served upon the expiration of seven days from the date of placement in the register of summonses specially created for this purpose.

    The bill also introduces a number of restrictions:

    • persons who have received a summons will be prohibited from leaving Russia until they visit the military registration and enlistment office;
    • in case of failure to appear at the military registration and enlistment office on the agenda, persons will be prohibited from driving vehicles, selling and buying real estate, as well as obtaining loans.

    394 deputies voted “for” the relevant amendments to the legislation, one abstained, and no one voted “against”. Further, this bill on April 12 will be considered by the upper house of the Russian parliament – the Federation Council.
