These violations can be grounds for terminating the lease agreement, the department warns.
The Ministry of Culture and Information Policy revealed several violations of the Holy Dormition Kiev-Pechersk Lavra of the UOC-MP. It was reported on the department’s website on Tuesday, March 21.
“These violations can be the basis for terminating the lease agreement on the free use of a religious organization of religious buildings and other state-owned property,” the statement said.
Among the identified violations are the unauthorized reconstruction, completion, redevelopment of monuments of cultural heritage, construction of new buildings on the territory of the reserve.
“This is a violation of the requirements of part 14 of article 5, article 141, paragraph 1 of article 24, paragraph 2, 3 of article 25, article 26, article 32, paragraph 4 of article 33 of the Law of Ukraine on the protection of cultural heritage, part four of article 26 of the law of Ukraine on the regulation of urban planning activities, Article 5 of the Law of Ukraine On the Basics of City Planning, Article 28 of the Law of Ukraine On Architectural Activities, as well as paragraphs 2.2.3, 2.2.6, 2.2.7 of the Security Agreements,” the agency said.
In addition, the misuse of state property, in particular, the basement of 1914, was recorded. We are also talking about the improper maintenance of an architectural monument of local importance – a book warehouse, building 113.
The ministry emphasizes the violation of the terms of subparagraph 4 of paragraph 3.2 of the agreement dated July 19, 2013 No. 2 on the obligation not to transfer the property to third parties without the permission of the reserve (state institution). There, the transfer of buildings to the Metropolis sublease of the UOC and Kyiv Theological Academy was announced; as well as 20 external legal entities.
The Ministry of Culture reminded that today a commission is working on the territory of Kiev-Pechersk Lavra to check the availability, storage conditions and state of preservation of cultural property.
In any case, the UOC-MP clergy must leave the Lavra before March 29. The Ministry of Culture has promised to “stimulate” this process.
