“They don’t issue the diploma until you sign the summons. A military commissar sits in the very office where the diploma is issued,” said one of the students.
It was noted that they had to go to the military registration and enlistment office “to clarify the military registration documents.” A graduate who visited the military registration and enlistment office said they tried to recruit him for contract service, but he refused.
