The Russian authorities are preparing for the fact that they will not be able to achieve the stated goals in the seizure of Ukrainian territories, according to British intelligence.
A UK Department of Defense publication of the intelligence report notes that on March 3, 2023, authorities in the Russian-controlled part of the Zaporozhye region published a decree naming occupied Melitopol the capital of the region. The Muscovite-appointed “Chairman of the Region” Yevgeny Balitsky said that this was a temporary measure until the city of Zaporozhye was controlled by Russia.

Zaporizhia Oblast is one of four regions that Russia declared annexed on September 30, 2022. However, the Russian army has never occupied the city of Zaporozhye, a large industrial center with a population of 700,000, located about 35 km from the current front line, according to British intelligence.
