“A central part of Russia’s original aggression plan is likely to include rigged referendums to put most regions of Ukraine under long-term pro-Russian rule,” the ministry said in a statement.
If Russia holds a referendum on accession to Kherson, it will “almost certainly falsify the results to show a clear majority in favor of leaving Ukraine,” the intelligence agency said.
At the same time, intelligence suggests that the citizens of the Kherson region are likely to continue to show their opposition to the Russian occupation.
Earlier it was reported that the “authorities” of the Kherson region appointed by the occupiers aimed to appeal to Putin with a request to include the region in Russia.
Putin reacted with restraint to this desire, saying that the opinion of local residents should be taken into account.
