Shmyhal said the complexity of the war months depended on the fact that “the amount of funds the country needed to survive during the war was significant, far exceeding the budget in peacetime.”
The hardest month for Ukraine’s economy in the war with Russia was April. The Prime Minister of Ukraine Denys Shmyhal stated this in an interview with RBC-Ukraine.
“April was really the hardest, because the economy had adapted to the war. More than 32% of businesses completely stopped their activities. Today, this figure is much lower – that’s 17%,” he said.
According to the prime minister, in March “there was a slight decrease” in budget implementation, and “now tax collections exceed the plan.”
Shmyhal said the complexity of the war months depended on the fact that “the amount of funds the country needed to survive during the war was significant, far exceeding the budget in peacetime.”
“The needs were assessed by our Ministry of Economy and confirmed by the IMF (International Monetary Fund – GORDON”) and the World Bank at the level of the budget deficit of $ 4.5-5 billion per month. These include the supply of weapons, the payment of further increase payments to the army, humanitarian, social support. Now we are starting new challenges – it’s demining and restoration work. We have already allocated UAH 1.6 billion for restoration in liberated regions and territories, we will continue to do so. This is only for priority restoration: clearing roads, removing rubble, repairing windows and roofs. Even these things are very expensive. The full restoration will be more expensive, ”Shmyhal said.
